Japanese Ministry of Land, Infrastructure, Transport and Tourism(Maritime Authority) set several provisions in the Mariners Law to protect seafarers  based on the special nature of their work, not only in accordance to the MLC: Maritime Labour Convention, 2006, but also in line with the Labour Standards Act for Japanese shore workers.

And one point of Japanese Mariners Law is that most of provisions  for "shipowners" shall be applied to the company who employing seafarers, regardless if the company doesn't have any vessel such as a Seafarer manning company.
